Are you referring to iMessages or SMS(text with Android devices)? If iMessages, work with this, If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support
If you are referring to SMS, then contact your carrier. SMS are a carrier function, and your carrier would need to troubleshoot this matter.
