I need to understand how to use "deliver quietly". where do you turn it on and off?

Welcome to Apple Support Communities. It sounds like you'd like to have some notifications delivered quietly.
You have a few options. You can swipe left on the notification from your Lock Screen to see options for muting or turning off notifications for an app. Find more information in the "Manage notifications" section here: Use notifications on your iPhone, iPad, and iPod touch.
