Reinstalling Mojave System apps without replacing the OS

I need to replace screenshot. Timemachine will not allow me to do this because it is an OPS app.

Does anyone know how to get around this?

Why not replace the whole OS, it shouldn't bother your data.

But I'd make a 2nd backup n a new drive.
