Can I retrieve older iCloud backup versions on my Macbook?

Do you mean the iCloud Backups of your iPhone or iPad, or the iCloud documents and data? The Time Mach8ne backup of your mac can only backup the items that have been downloaded locally to your Mac. If you have been using “optimize mac storage” to save storage on your mac, Time Machine will not have backed up your iCloud data and documents.
