For example, store 100GB worth of files where my iPhone has 64GB of storage? How are my files handled when storage is full? Is there something like online/offline files in iCloud, such as I have in Dropbox?
Correct. A file that is off-device, can be downloaded by opening the file or by clicking on the download icon.

Files would be automatically removed. You cannot manage the process or select which files.
Thank you, muguy. Does that mean links to files would still be present on the device, and a file would be downloaded when I click the link?
I’m pretty sure that it might download the file if you have enough storage on your device
