Can I use my Apple ID balance to pay for Active Subscriptions

Yes. I believe this may be the default behavior. Over the holidays I added gift card to my Apple ID balance. That balance is now zero despite my not having made any purchases. Those funds went toward subscriptions.

Yes. Note that you'll need to have a different payment method on file while subscribed.
