has anyone figured out how to do it? It doesn’t help that my music app (Tidal) doesn’t have an EQ where you might have a balance feature.

You can do this via the Accessibility control Audio/Visual, Balance slider. But it is for all stereo audio out of the iOS device. I think it is intended more for those with hearing loss or hyperacusis in one ear and want to balance the stereo a bit better. I think macOS is via the Audio MIDI Setup application.
But, if you just use one device, like an iPhone, with just the one set of minis in stereo, it will work fine.
No, there is no balance control when HomePods are set up as a stereo pair.
