Family purchases sharing and billing

I am a creator of a family group. If another adult member turns Purchase Sharing off for his purchases, can he pay for them with a personal credit card? If not, I take it they would be billed to my card but I won't be able to use them, correct?

Would I still be able to see receipts from his purchases in my account? That seems to defeat the privacy part of not sharing the purchases.

If a member turns off Purchase Sharing, any purchases made by them will come from their payment method. The purchases that are made, cannot be shared with other family members. The receipts should go to the Apple ID that made the purchase.
