Bad Message 400?!”?

can anyone explain what a “ Bad Message 400” would mean, it’s also a screen I’ve never seen on an iPhone (text/layout)

In your screenshot, it looks like you're currently connected via cellular data. Do you notice the same alert when connected via Wi-Fi?
