Apple ID photo keeps changing on it's own

After some time with the very nice and patient support folks, we determined the problem was that more than one 'Internet Account' (2 different Apple ID's) were on the same device. We would change the image on Apple ID #1 and it would change it for both. Likewise, we changed the picture on Apple ID #2 and it changed the picture on Apple ID #1. Completely baffling!

What we found was that if we turned off the second Apple ID Contacts, in Settings -> Internet Account -> Apple ID #2 (on macOS - or Settings -> Contacts -> Accounts -> Apple ID on IOS), the behavior would be correct and pictures changed on each would remain separate.

Apparently the routine to update the picture in Contacts -> My Card, and System Preferences -> Apple ID, has a bug. We also saw this in the pictures change under the Family Sharing list.
