Phone call siren noise

For a better understanding of this, could you answer the following questions?

• Does this occur with every phone call, or is this only occurring with certain contacts?
• Does the sound resemble your designated call sound or is it different?
  • If it is different, do you notice a similar sound for alert sounds? Go to Settings > Sounds & Haptics > Ringtone to check.
• Does this occur even while using headphones or a Bluetooth device?

Thanks for the clarification with what you're experiencing.

With the sound you hear, were you able to locate it via the Ringtone options? If you are able to locate the sound, check to see where the Ringtone is assigned for an alert to see if that is related to what is occurring.

If you're unable to locate where the sound is assigned, let's check the microphone of your iPhone to see if that is related to the sound you hear. You'll want to try recording a Voice Memo, then play it back to see if the sound is present or if any sound was captured at all.
