do messages that are sent while airplane mode is on go through once airplane mode is off?

If you send message to anothet iphone with airplane mode on but you don't turn off wifi, they will go through.

Texts to android and messages with airplane mode on and wifi also off will fail.

In my testing I had to hit red (!) and tap Try Again

Texts will go through even with airplane mode on.

Even worse I had to close messages app and re-open to re-establish imessage function.
