Apple ID not active

Please can someone offer advice or help on how to get hold of Apple Support to have my son's Apple ID made active?

I am not able to call the support line, as we live in Tanzania in East Africa and I cannot find anywhere else to get quick assistance, which has had me a little frustrated, for the past four hours!

Please can someone advise or assist as soon as possible, even if it is with an email address for someone that I can email for support to get the Apple ID active.
