How hard could it be to allow users to turn off the low battery warning that infuriatingly interrupts your work/play at 10% charge?
The purpose of the warning is really quite irrelevant to the above question.

That behavior is by design and, since you are not addressing Apple here (we, just users like you are not aware of Apple decisions) if you'd like, you can submit your request/comment to Apple directly using this link:--> Apple – Product Feedback.
I have taken the liberty of giving you some advice (which I believe is important) on using a device's battery to ensure that it does not suffer trauma, but you are obviously free to ignore my suggestion, asking Apple for the possibility of suppressing (or making customizable) that warning message.

As it happens, your iPad does a lot to protect and preserve battery life…
First, the feature of which you complain, is designed to alert the User to the need to consider urgent recharge (at 10% remaining battery) - before the point of shut-down and subsequent inability to further use the iPad through lack of battery power.
Second, the useable battery capacity is slightly less than the actual battery capacity - and the battery meter is calibrated accordingly. At 0% indicated charge, the iPad will force shut-down to protect the battery; the shut-down process actually requires power to finish housekeeping and to save the current running state of the iPad - hence forced shutdown occurring while “reserve” battery capacity is still available. After forced shut-down, there is still a small percentage of battery power available to maintain user data - and protect the battery from damage in the forced shutdown state for a short period (typically a few days). In this state, it is essential to recharge as soon as possible, as the battery is near exhaustion - and near a state where recovery is not possible.
Third, there are user selectable features that (if enabled) will reduce power consumption - and extend the maximum operating time - by reducing background processes and network activity. In addition, the display is “managed” to reduce power consumption, such as automatically reducing screen brightness and restricting screen refresh rates.
While there are many features to help protect the battery from damage, the iPad will allow the user to access and use the device until a system-critical critical level is reached - at which point the iPad will take immediate action to protect the battery. While these management features exist, it is perhaps unwise to regularly push the battery to the point of forced shutdown - and if this does occur, it is necessary for the user (who by definition is aware of this critical state) to recharge the device as soon as possible.
If you feel that a user-selectable threshold to invoke an automatic shut-down would be useful, Apple do invite constructive feedback and feature requests be submitted via their product feedback portal. For iPad and iPadOS:
Thank you for that information which makes me upset to learn that the iPad does so little to preserve battery life. It should go into automatic shutdown when it reaches 20% charge.
That is so true. Do you think users should always have the option of setting their ipad to run without a pop-up warning that freezes the screen when it reaches low battery levels? I'm not confident a warning that is dismissed as rapidly as possible and ignored does anything to preserve battery lifespan.
To preserve their lifespan, Li-Ion batteries should always be charged before the battery level goes down below 20%.
