I have been being charged 9.99 a month and I don’t know why and want to cancel

Another possibility is that it is a charge for upgraded iCloud storage plan. Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud+ plan - Apple Support
