If the PDF has been set as protected, then that's probably what's blocking you. Open any PDF and press Command+D. Under Security, you'll see you can set a password just to open the file. Or, you can set other security features such as allowing high resolution printing or not. And relative to this topic, disallow editing.
If you have the pro version, yes, you can edit the PDF to your heart's content.
No idea what you mean by converting the PDF to "text external".
ok i will take another look. for some reason i was thinking of i didn't create the pdf it is possible that i can't edit it...?
