can I change the Imei number?

I was banned from snapchat, and now I can't make a new one. How do i change the imei number without buying a 4th phone in 5 months for snap.

IMEI is a hardware identifier, not software identifier. No change.

You can't, in most countries it is a felony to change the IMEI number on a cellular device. Why don't you quit posting things that get you banned instead. Or buy another phone.
