If you are trying to create an Apple ID on your phone and it says that you can’t create more than 3 Apple IDs on the device there are other ways to create an Apple ID→https://appleid.apple.com/account. Once you create it you can sign in with it on your iPhone.

If you don’t have an Apple ID on your iPhone, you can’t use the iPhone.
