Hello! I lost everything(pictures, videos, contacts). I want to recover everything that I lost

One month ago, my phone went off because it was so full, I was not backing up anymore as there were no space. When I switched on my phone, everything was gone( pictures, videos and contacts); it was like a brand new phone. I tried to login into my iCloud account but I failed to, because I moved in another country. They were sending me codes on my previous phone number, I couldn’t see the codes. Therefore, I opened another iCloud account. After that, I called apple support and they told me that they will send me an email with all the instructions after 24 days as they verify my identity which they did. I followed the instructions but I failed to recover what I lost. Could you please help me?
