How can I update to the latest iOS version if I do not WiFi internet connection?

You can update using cellular data if you have an iPhone 12 or newer and a 5G data plan that allows it.

I do not have access to a computer. Why does this update require WiFi connection instead of normal cellular connection??
Ask a friend if you can use theirs or go to an Apple store and ask to use one of their computers to update.
