Someone used my email and created an Apple ID

What do I do about my email being used as an apple ID I didn't create? I tried to attach a recovery email to the apple ID I use regularly and it said the email was already in use. I tried to recover this other account and I can't because I didn't create it so I don't have any security answers. What can I do about this?
