Various support documents say you can achieve this by using One Home Screen. See Step 5 in Apple's guide here where is says Turn on One Home Screen.

Customise the Apple TV Home Screen explains this in more detail, in the last section - Keep Apps in the Home Screen Up To Date Across Multiple Apple TVs

If you have more than one Apple TV associated with the same Apple ID, you can keep the same appearance and apps for each device. This makes it seamless to switch between an Apple TV in the bedroom and one in the living room, for example.

  1. Open Settings on Apple TV.
  2. Go to Users and Accounts > [default user account name] and turn on One Home Screen.

Unlike setting up an iPhone with Quick Start this is done on your existing Apple TV first, and the new Apple TV sees this as part your Apple ID when you sign it in to your account.

This seems to be possible on Apple TV units as far back as iOS 12. One Home screen is in the set of instructions for the Apple TV User Guide for iOS 12, which is the earliest version of the guide still available in Apple's support pages.
