User Busy

Why is my iphone declining calls and when i glance it says user busy? how do I turn that off? I am missing important phone calls.

Go to Settings/Focus and review the Do not Disturb settings; turn off any you don’t need enabled.

No. I called Apple and my phone carrier and they can’t seem to find anything wrong with it. It’s acting like DND is on. I ordered a new phone. I just received it today and I’m hoping the problem will be fixed as soon as I activate it. I think it’s a phone issue.
