Camera and Microphone grayed out in Privacy

Hello,

I recently copied a home folder from a user's old laptop to a replacement laptop. Everything worked fine except when he goes to use Zoom or Google Meet, the camera and microphone doesn't work. When I go into Security & Privacy > Privacy and unlock the lock, both the Camera and Microphone are grayed out and will not allow anything to be added. The only thing that did worked was Facetime but no other app that needed the camera or microphone. I logged into another account and everything worked on that account but that account was already there from the beginning. I created an account and that too worked fine so the copying of the home folder and creating the user for that folder was the issue. I tried reinstalling the OS over the current OS but that did not fix the issue which was surprising. Other than cloning the entire system over or start from scratch, does anyone have any fix for my issue? Appreciate an help.
