Change country with existing subscriptions

I have moved out of my home country and need to update my country to Germany in Appstore to download country specific Covid vaccination app.

I had existing balance in my Apple credits which I have spent and exhausted and also subscriptions which I have cancelled. But still since the subscription is for a month, I still am not able to change my country. Please help as I need to urgently download the app for Covid and am not being allowed into many areas because of the lack of the app.
