Hi, I bought this phone on ebay. I have proof of purchase

the original owner forgot passcode

Only the original owner can remove their Apple ID from this phone.

If you can contact them, provide them this support article to allow them to do so. If they can't or won't assist you with this, the phone will be useless to you and you should return it for a full refund. No one here, nor Apple can help you with this matter.

Note that the original owner can perform the steps in the article remotely. They do not need to have physical possession of the phone.
