Update it from a computer or the Software Update function in Settings.
If it's currently on 12.5.5, or shows it as available, it's an iPhone 6 Plus, not an iPhone 6s Plus, and isn't capable of 13 or above.
It's no longer possible to update to exactly 13 regardless of what unit you're using.
