I can’t download anything
When I try and download something. It says something along the lines of “you need to update your payment information”, but that shouldn’t cause me to not be able to download anything should it?

You need an active payment method such as a credit card to download anything, even free apps. This is because of in-app purchases.
If you can't get a credit card to work, you can use Apple gift cards.
