USB-C display connects to 2017 MBP but not 2021 M1 MacbookPro

I have an Eizo ev2789 monitor, a USB-C cable, a 2017 15" MacbookPro running macOS 11.2, and a 2021 16" M1 Max MacbookPro running macOS 12.2.

The 2017 MBP (and various windows and linux laptops) connect to the display as expected. The 2021 MBP does not recognize the monitor at all. In System Information, no Display is added when the monitor is connected. The ports on the 2021 MBP work fine with other devices.

Are you using the same cable that worked for the older Mac?

USB-C cables are not created equally.

I have a USB-C monitor, and it was not until I got a USB-C 3.1 gen 2 WITH DisplayPort support, was I able to use any cable, besides the short cable that came with the monitor.

I am entirely confident that the cable is not related to the problem. I have used this exact cable to connect four different computers running five different operating systems (Windows 8, Windows 10, Ubuntu, macOS 11.2, macOS 12.2) to this display, and none had any trouble except the 2021 MBP running 12.2. I have since verified again that the other computers work fine.

The cable is USB-C 3.2, purchased in bulk for my institution. Here is the specification sheet: https://www.pimfg.com/spec_pdf/USB3-CM-CM-3.pdf

Since posting, I have borrowed an HDMI cable, and I am able to connect to the display using that. However, I still want to get the usb-c working, as the display includes a usb 2.0 dock accessible over a usb-c connection.

Yes, I am using the same usbc cable in all cases. I still possess the 2017 MBP. The only variable changing is the computer.

Aside from some basic user software like microsoft office, the 2021 MBP is a fresh installation. I have not installed any display or peripheral management software, and I have not installed any system extensions, disabled SIP, etc.
