To pay for iCloud space you do not put the card in Wallet, you put it in Settings, tap your Apple ID banner at the top of the screen, then Payments & Shipping
as I already said, put the card in Settings, tap your Apple ID banner at the top of the screen, then Payments & Shipping, Add payment method.
Keep Wallet clear until you find out how you cards are being scammed.

That is why I need to be able to pay for the iCloud without using Apple Pay. They will place another card on the phone. I already had one of the Apple tech check it out and it happened again. You can not remove your card unless you replace it. After canceling to credit cards I am not doing it again. The scammers are getting into the Apple Pay and then the money can not be refunded. They tell you to contact Apple. Then Apple tells you to contact your credit card company. The complete thing is not right
If you put a credit card in your iPhone Wallet and you are getting scammed by something, you have bigger things to worry about. Sounds like you have issues with accounts being compromised.
Apple Pay has absolutely nothing to do with the registered payment method for your iCloud account.
