We'd love to assist you with your iCloud account. Are you stating your Apple ID account that you use for iCloud is locked? If so, have you tried resetting the password using the steps here: If you forgot your Apple ID password ?
If the issue is not with your Apple ID account, then can you provide more details of the error you are getting?
