Text messages not syncing between devices

Have a brand new iPad Air 4th gen. My text messages aren’t all syncing between iPhone 11 and iPad- some are some aren’t …how do i fix?

New Messages Session:

Disable and the enable Messages in iCloud. Remember: These are two separate devices. So, one might get the message a bit later than the other.
