From your post it appears that you're unable to sign out of your Apple ID because restrictions are enabled. Let's see how we can help. If you've turned restrictions on, you can go to Settings > Screen Time > Content & Privacy Restrictions, to turn them off. Keep in mind, you will need to enter the Screen Time passcode.
