Let’s see what we can do to help with the Apple ID balance.
It looks like you are wanting to change the Country/Region, and it’s not letting you because of a remaining Apple ID balance.
Look at the last two sections “If you plan to delete your Apple ID or change your country or region” and “If you have Apple ID balance that you can’t use” found in Check your Apple ID balance. It will help you with what needs to be done.
