Adding tickets

Why can’t I add any tickets to my apple wallet? I do not have Apple Cash. My iPhone is 13

  1. Contact the ticket issuer if they have enabled "add to Apple Wallet " on their Tickets.
  2. Set up and use Apple Cash on iPhone (US only)
