Apple Pay not working on M1 Mac via external SSD via (TB3)

I'm having the problem that I can't use Apple Pay because of the error message below:

Apple Pay is disabled because this Mac's security settings have been changed.


Followed steps did not help > called helpdesk 120 minutes later no answer.


Does it only work with the internal SSD?

I have a feeling that somewhere at startup the Mac only assigns 1 person to the Mac who gets all permissions.


Everything else works perfectly, no exclamation marks, etc.


Or are there more people with an M1 Mac who start externally where it also doesn't work?
