Using the MacBook Pro, create a macOS High Sierra bootable installer: How to create a bootable installer for macOS - Apple Support. Then, follow the steps to boot to it. Once in macOS Recovery, follow these steps:

Use Disk Utility to erase an Intel-based Mac - Apple Support. When erasing your Mac, select "View" > "Show All Devices" in Disk Utility and erase the main drive. Its name will end in "Media". Make sure this information matches:

Name: Macintosh HD

Format: Mac OS Extended (Journaled)

Scheme: GUID

After erasing your startup disk, reinstall macOS: How to reinstall macOS - Apple Support.

I have read that sometimes they can be purchased on eBay. If you know someone who has a Mac with High Sierra installed, they can download the installer to a flash drive. Here is one thing you might try. Turn on the computer and then press the Command + Option +R keys to get it to startup in the Internet Recovery Mode. I have read here that his does not work on some older computers. If it works, it will enable the computer to download and install its original operating system. Then that can be upgraded if desired.
