I upgraded my iPhone 6s to IOS 15.3.1, and my camera & flashlight stopped working. The camera screen is black in all apps using it. I verified that the camera is turned on in all apps definitions (but this doesn't help).

This may be just a coincidence that you have an issue after an iOS update.
Remove any case or film that might block the flash. ... If the LED flash doesn't work as a flashlight, contact Apple Support for help with your iPhone, iPad, or iPod touch. If the flash works only sometimes, open the Camera app and tap the flash button to choose a different setting.
