Were you experiencing any iPad performance issues prior to reaching the current state that it is in? Were there any indicators pointing to a failing battery?

If the information in the above link does not help, then perhaps it is a good idea to have your iPad examined at the Apple Store or at an Authorized Serivce Center for diagnosis and a resolution.

If you already tried (to no avail) all the steps provided in the support article that led you here + forced restarts of your iPad, I suggest that you make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> Apple – Location Selector. After checking it out, they'll give you all the available options.
