It's getting quite annoying when filling out forms on this thing. You have to keep touching the next field you want to type in.
There is an "app" for finding text within Safari, called appropriately "Find Text

As far as TAB is concerned, I have to agree this is a wanted feature. Even the iPhone has a "Next" and "Previous" button array when filling out forms!

Safari already can find text.
Just type the text you want to search for, In the Google search box then scroll down to the bottom of the results to *On this Page*.

As does the iPad! The top border of the virtual keyboard can display three small buttons — Previous, Next, & Autofill —k, which do the expected things when working in forms. The example below comes from typing this reply on my iPad.
The keyboard button bar won't be there all the time, but if absent it's not because iOS and the iPad doesn't have the feature; it's because the writer of the app either forgot to or chose not to turn it on.

Actually, the iPhone does have the "On This Page" feature after the latest update. Just start typing in the Google search box after your page loads, and it will be at the bottom of the list of suggestions.
