Restoring iPad mini through iTunes constantly failing

I have been attempting to use iTunes to restore my old iPad mini, but every time I do so I get an error. Yesterday, iTunes reported an error 4010 every time I tried to reset it. I was also having many connectivity issues and the device would almost never show up in iTunes. At that time, the device was stuck on the iTunes recovery screen.

Today, I put the device in DFU mode and hooked it up to my PC. Instead of using iTunes on my host, I made a Windows 10 VM and used iTunes on there instead. The results were a little bit different, you can see the test here: https://youtu.be/QEIgjLaPdQw

I don't have any important data on this iPad, I just want to hard reset it to get it back up and running. How do I fix these errors?

The reason that I didn't use "Erase All Content and Settings" inside of iOS before it went to the iTunes recovery screen is because it had a restrictions passcode that I forgot.

Got it innj,

Then per that article for error 2009:

"Here's what to check. Try again after each step:

Use the USB cable that came with your device. If you don't have it, try a different Apple USB cable.
Switch to a different USB port on your computer. Don't plug into your keyboard.
Switch to a USB port on a different computer.
If you still see the error, check for other USB issues, check your third-party security software, then check your hardware."

So be sure that any kinda of additional firewalls and security software is disabled, as that can cause the device to be unable to contact our servers.
