Anybody else’s text messaging have slow reaction or access to text messages affects both iOS and android messages

Mine is awful today whether I use wifi or cellular. My husband’s phone is working normally. I’m not sure what IOS he has on his and he’s awful at remembering to update. My computer messenger is working fine. I’ve restarted the phone, reset my network settings and don’t know what else to do.
