Unable to add card to wallet app

Wallet is asking me to complete verification of my credit card for Apple Pay; however, when I try to complete it, I get the error message: "Verification Not Available. Try again in a few minutes." I try again later all to get the same message.

but the issue still persist

also i trie to check the date & time , changed the network connection , changed the language, checked billing and shipping address, contacted the bank and changed the card , tried to add another card it worked and tried to add this card on another device it didn’t work

tried to delete the card and add it again it didn’t work

made sure that bank supports apple pay in my country

My bank has verified this card for use. I've signed in an out of iCloud/Apple ID. I've restarted my phone after each step.

I have a new iPhone 13 running the latest software updates ios 15.3.1. I've never added a card to Apple Pay before and would like to use this service.

Any suggestions?
