Disabled iphone
I bought a second hand iphone then it was disabled, i need to reach the owner, how do i suppose to do so?
You don't, take it back from where you bought it and get your money back.

Then, unfortunately, you just bought an iPhone that will be useless to you. There is nothing anyone here, nor Apple can do to assist you with this. Sorry!
