Bitly is a URL shortener. A URL is a website link and they can get quite long. Shorteners help shrink the length down. Bitly and other URL shorteners save a long link and provide you a short one and when someone clicks the short one it redirects to the real URL which is long.

URL Shorteners have been used to bypass SPAM and security filters. Are you sure you are receiving email from Bitly? It's unlikely you are receiving SPAM from Bitly but if you are first try to unsubscribe. Most all legit marketing SPAM has an unsubscribe link. If that doesn't work, you can add bitly.com and bit.ly to your Junk settings which would vary depending on which email client you are using.
