2/13 iOS phone update error

After being notified of new update available, received error message after hitting Install Button — “Update could not be located/accessed”. Turned phone off for 1 minute, then back on.

Now, status of available iOS Phone update says “Update Requested” along with spinning processing Symbol. What gives?
