If the account is set with secondary authentication and date of birth is incorrect , you will not be able to reset password , convert the account into 2FA Two-factor authentication for Apple ID - Apple Support

Get a verification code and sign in with two-factor authentication - Apple Support

Prefer to perform the steps after 24 hours .
