I updated to 15.3.1 over the weekend I lost several contacts as well as a lot of notes. My backup to the cloud how do I go about retrieving everything and restoring my phone back to that was before the update?

Else add the email account that stores your contacts.
If you have a corporate email account added through a profile on your device, please check with your organisation's system administrator.

The recently deleted folder will exist only if you deleted Notes from iCloud or from the "On My Phone" Folder. Deletion from other Folders does not use Recently Deleted Sub-Folder.
