Option Key on startup not doing anything

When holding down alt (option) on boot my 2009 iMac doesn't do anything, it just boots straight to the SSD. I've tried both an Apple Keyboard and Microsoft Keyboard, both wired. Any ideas? Thanks!

FWIW, it may be a timing issue. If you have a startup chime you need to press and hold Option right after it. Same with any other key combination. If you don't have a startup chime, you need to press and hold Option as soon as the screen changes from black to gray. You also need to hold the key or keys until you see the Apple logo and progress bar.
