If the option to disable 2 factor authentication no longer shows, then it means it can no longer be disabled on your AppleID. You will not be able to disable it from any device or interface.

To continue my question. I an unable to access the turning off of verification on either my ipad or iphone, as there is no place to do that. Evidently it needs to be done on my pc. However, the Manage of Security area of my Apple ID does not have a place where an EDIT is possible.
